Q: Our Board recently adopted the 2019 budget. The management company wants to charge the Association to send the owners a coupon book with payment reminders. Is this necessary?

A: Most likely no. The statute does not require the Association to send reminders or quarterly or monthly reminders of payment obligations. The statute does require the Association to provide special notice of the Board meeting where the budget is adopted for notice to the membership of payment obligations.
I should note that some governing documents for condominium and homeowners associations will self-impose an obligation to send either a coupon book or reminders for payment. If your documents require this, the Association should provide the coupon book. If your documents are silent, then any coupon book or reminder notice is simply a courtesy and not a legal requirement.
